Is it true that if you are running a this mobo with two vids in an SLI
configuration that the PCIe 1x ports are disabled?

seems to make sense, because if you are using the sli connector it will be
hard to put another card in there because the connector will block the
space. The manual also dstates that there is excelent airflow when two cards
are connected, and it does not show any pci 1x card in there.

But i don not know for sure.

SLI connector is not an issue. You can physically use both 1x slots even
with SLI, as long as the video cards are not dual-slot design.
