A8N-E Chipset Fan

I just received a replacement chipset fan from ASUS. My question is, is the
tape accross the bottom of fan protecting thermal paste? So, I just remove
the tape attach it to the chip and bingo, hopefully, a quieter PC. Do I
assume corrcectly?

BTW, there very good about it over the phone and I got in a week.
