Whats DotNet?

I only know it takes and anoying time to update XP and Vista with it.

Hehe, it's programmers heaven!

No seriously, it's a 'platform' for software designers.
A huge one with a massive amount of functions to make life a lot easier for
programmers. More and more programs are build using dot-net. And users
who want to run dot-net programs need the dot-net 'runtime' on their
machine.

It's a comprehensive package of prepared software routines that are
available to programmers to use in their programs. The programmer uses the
routines simply by referring to the software already installed on your PC.
This means that the programmer does not have to repeat all that code in
every program they write. So although updating it from Microsoft does take
quite a long time you are saving much more than that time whenever you need
to download or install a program that uses it. And you are using a single,
updated copy of those routines rather than many separate (possibly outdated)
routines embedded in each program that you have installed.

So - its a little bit like how Java facilitates - routines....and
stuff....but common to other apps?
