When you press the TO... symbol the 'Select Names' box opens and the Global
Address list is in the 'Show Names from the:' box by default. Is there
anyway to have that default to 'Contacts'?

What version of Outlook are you using?

Try CTRL+SHIFT+B to open the Address Book. Then Tools | Options and change
the "Show this Address List First" setting.
