I didn't know that - about attempting to make mp3 a licensed format.
As for Winamp w/ DFX plug-in, I don't know. But IrfanView does fine too
if you aren't into high-faluting sounds... LOL! Actually, I used IrfanView
for wav and mp3. One program that can do sound and graphics! That's
my kind of program.
And yes, it does require XP or Win2000. Sorry I forgot to mention that.
Plus it's just a player... encode, decode... but I tried a wav file and it
wouldn't play it. Strictly mp3! I'm using a Dell which I got from a pawn
shop. So it's running fine..NOW! I had to do some cleaning up
(software wise), but after a year and a half, so far, so good.
I still have my 98SE (my main computer since 1998), but now something's
wrong. I think it needs a new video card. I wouldn't 'light up' either of
there different monitors that worked fine on an old 95 machine. I haven't
taken the case apart yet...perhaps next week-end if time permits.
