_vti_cnf and _vti_pvt

For starters:
They maintain the "update" data
for your web, so that FrontPage knows
what to publish and not to publish when you
select "Publish changes only."
Also, what pages and files are linked to what pages
and files so that it knows what "links" to update
when you move things around.
And also, your username and password and permissions
data on your local web.

Yes they are necessary.!!

What is if you don't "publish" thru FP and you use FTP to publish?

Is there a way to turn this off in FP 2003?

They are still need locally for FP to manage your web. They are never
published between machines.
