I've used FP2002 to build a web site with a shared border. By default, the
link buttons open the visited page on top. I tried to change the html in
the border file to "_blank" but that does not seem to work. Is there a way
to bring up that option when using the "add a link" box in FP2002?

You can not set the target value for links based on the FP navigation components. In FP2002 and
FP2003 you can add external links to the navigation structure which will open in a new window.

Do you mean I need to place external links outside of the shared
border---like a text link somewhere in the body?

Actually, you may have to not include the link in the FP navigation, but it can still be in the top
shared border, as I don't recall if the FP navigation when linking to a external URL open in a new
window or replaces the current page in the browser.
