"had the same problem for some days...then i discovered that the high cpu
usage of tcpsvcs.exe is caused by the ipv6 protocol! I removed ipv6 support
completely from the system and the problem gone! Try yourself and let me
know...just open ms-dos prompt and type "ipv6 uninstall".
Unfortunately i don't know exactly the cause of this but that solved the
problem for me"
