99% cpu taken up with tcposmod

Hello,
recently,
tcposmod has been taking up 99% of my cpu, so I can't do
anything else, when I end it using the task manager it
closes and continues as normal, but I don't want to keep
doing this.

I looked using norton and it said that the file is in
C:/windows this is the description of it;
Microsoft Windows Operating System TCP/IP Module

It is read only and invisible.
Created last month.
How can I stop it taking up all of the cpu?
Can I just delete it?
