Anybody has this card?
Does it come with the 360 chip?
It looks like a good deal considering that it comes with HL2 coupon for
$219.
I am shopping for a 9800 pro.

Yes, this card should be as good as the built-by-ATi one. There's no way to
tell from outside the box whether you have the 360 chip or not. Though from
the NCIX.Com user forums, it looks like Sapphire is more likely to use the
360 chip, so you have a good chance of getting it.
