9700 Pro questions on performance

Two Questions about performance on my 9700 Pro:

1.) I had a Geforce2 on here before, and ran R.C. Cars smoothly without
problems at high settings. I uninstalled through control panel, and
installed 9700 Pro, newest omega drivers. The framerate now stutters at
consistant intervals, and also looks interlaced even though it's set at
1024x768 in options. My monitor refresh is at 85hz. Vsync is on. Fastwrite
is off. I had the game installed before i changed out cards. What could
cause that?

2.) I play medal of honor and do a test. I precisely set myself up in a
certain part of the game and run forward to test framerate on different
settings. 1024x768 no AF no AA, 1280x1024 no AF no AA, 1280x1024 With 4xAA,
8x AF. Vsync is on. With these different settings, the framerate stayed
exactly the same each time reguardless of resolution and having AA/AF on....
from 41fps to 56 fps each time.. does that mean my framerate is limited by
my cpu?

1.2 athlon thunderbird, 512 DDR, 266mhz iWill KA266 mb(133 DDR), 9700 Pro
324/310, 4x max agp

Uninstall the ATI drivers, run Driver Cleaner (
http://www.driverheaven.net/cleaner/ ) and remove traces of Nvidia and ATI
files. Then reinstall the ATI drivers and see if that cures the problem. If
it's the same thing happening after you've done that, a reformat would be the
best option IMO.
