97 Pro with XP: opening as different users

I installed Office as the administrator. I can use non-Outlook programs as any user. Outlook, however, will only open when I'm logged in as the administrator. If a different user, it won't open the program.

Any idea what I should do to be able to open Outlook as any user, as I can with other Office programs?
