This is not normal.
Have you scanned for spyware/malware/viruses?
By default, a normal ts user does not have permission to
create folders in systemroot. Are your users members of
Administrators? They should not be.
You may have a poorly written print driver or application
of some sort running on your server.
Try and figure out what program is creating the folders by
running filemon in a separate administrator session running
on your server. You can download filemon from
www.sysinternals.com.
