70-second delay on Network Conn, Dim 4600

I have 3-month old Dell Dimension 4600 with Windows XP Home (plus SP1 and
all "critical" updates). From day one, it has always waited an extra 70
seconds before the Network Connections folder can open (plus DSL broadband
connect, etc, anything using networking). Dell support refuses to accept
that this is abnormal for a pc, even though my Dell Dimension from 20 months
ago (Win XP, same updates exactly) had no delay at all. These two pc's are
not networked together. Each can be booted in turn with the one DSL service
in a reproducible manner.

The network settings are set to dynamically set my IP address. All the
settings for networking on these two WinXP machines are the same (as I
started the second pc using the Files and Settings Migration Wizard, which
transferred every setting faithfully except it left out my "firewall"
checkbox!).

If I boot the new pc with the lan cable (to the modem) unplugged, the
network connections stuff comes up lightning fast, but of course not
functional.
It seems like DHCP is holding it up (but only on the newer computer!), but
if so, what can I do? My DSL provider (verizon) begs off and won't own up
to having any part in this problem (which sounds right, since the old pc has
no issues). Dell has been totally useless in this matter, and their
Knowledgebase seems to have nothing about it.

Both pc's have the same startup load, and it isn't much, anyway.
Here are all the differences I can cite:
Old computer is single cpu 1.7mhz, new is dual cpu 2.6mhz.
Old computer has a dvd drive and cd writer, new computer has dvd drive and
dvd writer.
Old computer has 256mb ram, new computer has 512mb ram.
Otherwise identical, including both windows xp home edition all service
packs from ms update, no antivirus at present on either one. Both have been
recently rebuilt from scratch, so virus infections are not a possible
contributor.

Does anyone else have this problem? By the way, a friend 15 miles away with
an HP computer with a different DSL provider (comcast) and WinXP Pro (plus
all updates) has an identical delay.
