64-bit Wallpaper Background

I'm having an issue where I'm trying to display a customized wallpaper
for all users that log in to the system.

I have used gpedit.msc to
Under User Configuration:

Administrative Templates

Desktop

Enable Active Desktop (enabled)

Desktop Wallpaper (enabled)

Disable All Items (enabled)

Allow only bitmapped wallpaper (enabled)

But what I'm finding is that they're are multiple group policies in
regedit that are appearing. It appearrs that in 64-bit XP whatever
changes I make in GPO doesn't effect regedit.

I completely running into a wall here...

Any thoughts on how to delete multiple policiess in regedit and how
the heck do I get the background wallpaper to appear when every
standard user logs in.

I'm not in a domain, just a peer-to-peer network. I have to go to each
local computer and chagnes these settings.
Standard users are not allowed to change the display.
