I Just rescently have been encountering this message when I am trying to
forward some emails or having a receipt being sent back for an email I have
received. What is this "554 Failure Virus scanner detected virus in message"
I am encountering?

Your virus scanner is blocking the email. Either trust it or not - I choose
to disable antivirus integration in Outlook.
Scan your PC for viruses.
