I have updated someones site that was originally created in FrontPage. I
also use Fontpage and republished using the FTP method because the client's
hosting doesnt support FP ext. Everything is fine except it won't allow me
to publish the index.htm page. I receive this error I mentioned above. In
this site is a hold-index.htm file. I can publish this just fine and it
updates the index.htm page as well. Why can't I publish the index page
though?

You need to contact web host, etc.
