I archived almost all of the files, deleted some files and rebooted. Still
can't rec'd emails. tested on my hotmail account.

Is the mailbox with your ISP full or is your Hotmail mailbox full? Outlook
does not have a limit on mailbox size. Depending on the version of Outlook, a
PST may be limited in size but you would not receive such a notice.

It's my ISP not Hotmail address.

My Version of Outlook is 2003. Would greatly appreciate any help.

Most ISP's have a website that allows you to access your mailbox on their
server. You can clean up your mailox there.
