5 minute system delay after connecting to internet

Have started experiencing a 5 minute delay in opening IE and OE after
connecting to the internet. I connect to the internet by: Start - Settings -
Network Connections - PVNS ( my isp). Once PVNS is connected, I click the IE
icon in the task bar and/ or the OE icon and I wait for 5 minutes before both
programs start. These used to come up instantly. I can do some tasks like
opening documents and pictures while I am waiting, but attempting to do an
"ALT-CTRL-DEL" is not successful. The task manager window will not open until
IE and/or OE is open. My operating system is Windows XP SP2. The problem
started after ADD/Remove windows components worked improperly and removed IE
and OE when I only checked the box to remove FAX services. I then had to
rerun ADD/Remove windows components - checking all the boxes - to get IE and
OE back on my system. I am running 6.0 versions of both programs and have all
windows updates except for .Net Framework installed on my system.
