484 Print Properties Error - When Running as Windows Service

Afternoon

I am launching a 3rd party EXE application from within a service (with
interact with desktop checked), the programs starts up fine, but this 3rd
part application prints to a PDF printer and causes a 484 PRINT PROPERTIES
error.

XPSP2 - Runs Fine
2K - Fails when launching through service, pass when launching through
standalone application.

Any Ideas , My thinking is that it might be a policy that prevents local
system account on 2K access to the printer and on XPProSP2 it might be
disabled by default.
