40GB harddisk only have 7.8GB???

's Computer Specifications

I bought a WesternDigital 40GB Harddisk with 8M cache 7200
rpm and connected as a slave drive.

In DOS Fdisk command, the harddisk can be recongized and
have 33 GB. However, in window 2000 disk management, it
recongized as a 7.8GB hard disk

What's wrong with my setting or the harddisk???

Please help me.
