403 Forbidden error - access control list

Windows XP Home, SP 2; IE 7, version 7.0.5730.11. When I open IE, I cannot
access the internet. In the tab that opens it reads, "403 Forbidden", and on
the web page it reads, "You were denied access because: Access denied by
access control list". I do have internet access since Widows Update has
downloaded and installed updates and my anti-virus software has also updated
itself. I have reset all IE settings to factory defaults. I have gone to
Start -> Set Program Access and Defaults and reset it every-which-way to make
IE the default browser and it seems to keep reseting itself to Custom -> Use
Current Web Browser.

Did I inadvertently screw-up some setting somewhere? Since IE is the only
browser installed, I cannot get on the internet to download a different
browser to test that out, I'm STUCK. Any help would be greatly appreciated.

Obviously you can get on the Internet from some other computer because you
are posting here. From that other computer, download Firefox and save the
installer executable on a USB thumb drive. Now install it on your home
machine. If you can get on the Internet with it, you know something in IE
is set incorrectly. In that case, what is the recent history of the
machine? What changed between the time things worked and the time they
didn't?

If you determine that the issue lies with Internet Explorer alone, then post
in the IE newsgroup where the IE experts can assist you.
