On exactly the same hardware, my 3DMark06 score is 20% lower under Vista
Ultimate x64 than it was under XP Professional x86. What would be the
possible reasons for this? Driver issue perhaps?

Could be a driver issue. Could be the thunking level between the 64 bit OS
and the 32 bit benchmarks. Could be a lot of things, actually.

Yep. Most likely a driver issue.

20% is a bit high, but then again, isn't that in the ball park of what
Microsoft said it would be ? I've heard different numbers bounced around,
but generically isn't it expect to be anywhere from 3-15% ?

With that said , Here's my result with the latest ATI 7.2 drivers
My 3dmark06 score under XP32 is 6090 -

My 3dmark06 score under Vista32 is 6013 -
http://service.futuremark.com/compare?3dm06=1378527
My 3dmark06 score under Vista64 is 5968 -

If you are running nVida, you might be waiting a little while longer for
better\stable\optimized drivers. They seem to have their hands full at the
moment
