I have a Dell, Pentium 4, XP, 20 gb. I set it to 32 bit and go about my
surfing. Later I will look in the Control Panel and it has slipped to 8 bit
without my knowledge. I have the resolution set at 1024 x 768. I have a new
19-inch Dell flat panel. Can this be solved?

I assume you are referring to the video. Update your video drivers from
Dell's website for your specific model computer. If the problem isn't
solved by updating the drivers, the video card is failing. A P4 indicates
that your machine is elderly (in computer years) so it isn't surprising
that it may need a new video card.

Check in Control Panel - Display - Settings. Does the display
monitor listed there agree exactly with the actual make and model of
your monitor? If not you need to go to the monitor manufacturer's
web site and download the the .inf file for your specific model on
Windows XP. Right-click on the downloaded file and choose install.

Good luck
