3029 error when creating new blank database

3029 error when opening new blank db

I attempted to adapt someones Access ap for Access 2007 which incorporates
user security and somehow it imposed user security on all Access aps on my
computer. I have deleted his Security.mdw file and still, when I attempt to
open ANY access file (even a blank one) I get a Logon screen asking for user
name and password to which I have not correct answer. I have reinstalled MS
Office Enterprise to no avail. What do I do to get Access 07 working again!
