300 GB Maxtor hard drive won't boot

I installed a new Maxtor 300 GB HD in an IBM system that
came with a 40 GB HD and attemting to use the recovery
software writes software to the disk but I can't boot up.
I attempted to do a clean install using an XP professional
upgrade and it too writes to the disk and even lets me
startup the XP Professional system but only if I leave the
upgrade CD in the CD drive. It won't boot directly to the
hard drive.
