3 users, how to disable 1 user's Internet Connection

Hi,
I am using WinXp Professional with 3 user accounts. I want one of the 3
users can not surf the internet while the other one can. I am the system
administrator. How can I achieve that? Thanks.

I've been using ModemLockDown for a few months now - seems pretty
good, certainly reliable. Supports multiple users, surf times etc.
