3.8 filenames if file select box in xp long filenames appeared in

I have Voyetra Digital Orchestrator. I wrote an Access VBA app to start midi
files in DO when selected from Access DB in the program. The Access program
sends long filenames to the DO file selection box and starts them. Works
great in 98. In XP when that 8.3 filenames it is usless with over 3000 files
in that directory.
Would appreciate any suggestions on how XP determines to use 8.3 filenaming
in some file select boxes
