3.5 floppy drive won't format

I am running WinXP Pro and when I try to format a disk it says "windows cannot complete format". Even when using preformatted disk cannot save files to disk. Any suggestions? I'm a computer newbie, so I may just be doing something wrong. Device manager says all working properly

Boot your machine with a win98 boot disk from www.bootdisk.com, then try
formatting a floppy disk. If you fail then you have a hardware problem. If
it works then it's a WinXP problem.
