It would help to know why the system is running slowly.

I assume that you are running Windows 2000, what Service Pack do you have
installed?

What processor do you have and how much memory?

What size hard drive do you have, and how much free space do you have on the
drive?

If the system is running slowly because it needs more memory or because the
hard drive is failing, reformatting the C drive won't help. And just in
case the hard drive is failing, have you backed up your data?

If the system is running slowly because of mal-ware or a process running in
the background that is hogging resources, a reformat might help, but there
might be better ways to clean it up.

Also if the system is running slowly because of things you have installed,
if you reinstall them, it will still run just as slowly after a reformat.

You would be better off with 512mb memory
Tried running with startup apps stopped? in particular any AV software. (you
might want to disconect from internet whilst doing this)
You can download msconfig, an MS app supplied with winxp, from here
http://www.perfectdrivers.com/howto/msconfig.html
in order force the closure of start up apps on reboot (In the tab disable
all none MS then test)
PS AVG and Symantec doent neccessarily find malaware use both Adaware and
Spybot at least, for this.

From the Microsoft web site:

Windows XP Professional System Requirements
Published: August 24, 2001

Here's What You Need to Use Windows XP Professional

.. PC with 300 megahertz or higher processor clock speed recommended; 233 MHz
minimum required (single or dual processor system);* Intel Pentium/Celeron
family, or AMD K6/Athlon/Duron family, or compatible processor recommended

.. 128 megabytes (MB) of RAM or higher recommended (64 MB minimum supported;
may limit performance and some features)

.. 1.5 gigabytes (GB) of available hard disk space*

.. Super VGA (800 x 600) or higher-resolution video adapter and monitor

.. CD-ROM or DVD drive

.. Keyboard and Microsoft Mouse or compatible pointing device

So you have more memory (just enough really) than the minimum recomendation,
but your processor is 133 where the minimum required is 233 and the
recommended is 300 or more.

This does not go directly to your problem, which is that it runs slower than
it did before, but with your processor, it would already have been slow, and
you have no margin for anything that uses more processor. With a
combination of your processor and whatever is slowing your system down, it
must be excruciating.

More memory would probably help, but you need a faster processor.

Make sure your hard drive is on DMA mode.

Winkey+Pause-> hardware->device manager->Ide/Atapi Controllers ->
Primary IDE channel ->Advanced settings.
