I am using the Line - Column on 2 Axes chart from the
Custom Types tab. I want to make the bars 3D rather than
2D. Any ideas on how to accomplish this?

Thanks

There are certain combination charts that XL will not do. One of them
is what you want.

Aside from Excel not letting you do this, there are technical reasons to
avoid this kind of formatting. Applying false 3D effects like this to a
chart might make it "pretty", but it also makes the data harder to read.
You can perhaps compare the relative heights of the bars, but it's a
bear to try to read where on the axis the bar ends.

Presentation overkill is an issue that should not be ignored, but it is
eminently possible to improve on the aesthetic quality of a default XL
graph.
