I need some assistance to determine whether my graphics card, memory needs
upgrading or a bug in Windows XP.

If you are willing to help do follow these instructions very closely;

Set your display driver to 16-bit (if its in 16-bit already switch to 32-bit
/ 24-bit then back to 16-bit) but don't load any other apps after doing
this. Now load this site http://tinyurl.com/cvbyg once its loaded go to File
> New > Window in IE and it will load the site in another window. Check to

see if both windows scroll down at the same speed using the scroll bar.

Then close all apps you have running including the 2 IE windows. Now load
some apps eg Outlook, Outlook Express, mIRC basically anything you can think
of. Then load the above site into IE and then open a new window now check do
both sites scroll down at the same speed or is one slighly less responsive
then the other.

Please post your results and system info.
