I've understand that the position and size of only 28 windows are saved. How
can I change the 28 limit?

I mean the window position and size on the desktop. I understand that the
limit is 28.

Wrong.

Windows XP remembers the settings for 400 folders, by default. It can be
changed to 5000 or 8000 with a couple of registry settings. Supposedly SP2
has fixed this.

Your view settings or customizations for a folder are lost or incorrect
http://support.microsoft.com/kb/813711

With settings like:
WinPos800x600(1).bottom
WinPos800x600(1).left
WinPos800x600(1).right
WinPos800x600(1).top
in
HKEY_CURRENT_USER\Software\Microsoft\Windows\ShellNoRoam\Bags\Some#\Shell

How Windows NT Saves Window Size and Location Parameters

Then, obviously, you cannot change it.

This problem occurs because Windows stores each folder's view settings and
customizations in the registry. By default, this data is limited to 200
local folders and 200 network folders, for a total of 400 folders. The data
for folder view settings and customizations is stored in the following
registry keys:

Maybe. If it is, I doubt that you can change it.

813711 & 812003 seem to conflict with 235994. Someone who is smarter than
me and who actually knows what's what would have to tell you.

It's correct for the version it applies to. Are you running NT 4.0?

You cannot always go by the APPLIES TO in MSKB articles. A lot of them
never get updated to reflect every OS that they apply to.

There are plenty of MSKB articles that the APPLIES TO lists only Windows 95
and 98 and the information still applies to XP.

Here's one for example...
