Is there a way to setup the terminal server to allow for
24bit color on the RDP client?
Currently, even if the client is set at 24bit, the server
will provide only 8bit color.

Sounds like you are connecting to a W2K Terminal Server, correct? If
so, then 256 colors is all you get. The W2K TS doesn't support more
colors.
Windows 2003 TS supports 24-bit colors.
