I've installed the Outlook2012.HOL file to add the 2008 holidays to Outlook
2003, but it duplicated all of the previous holidays. Before I pass this
"solution" on to other users, is there any way to avoid duplicating the past
holidays?

Delete all holidays and then use the file to add them a single time.
