I can not receive or send messages and get a timeout error message when
trying, even to test settings. I can log onto our ISP serve to send and
receive, but messages aren't loading to Outlook. I've changed the server
timout setting from 1 min. to 10 min. with no resolution. I've contacted our
ISP who claim the problem is on our end with Outlook. I've loaded the CD to
repair. The log onto network dialogue box keeps popping up as well, when my
connection to the network is fine. Any suggestions?

Is there an error number associated with the timeout? Also, do you have
antivirus scanning yoru incoming and outgoing email? Disable that, it won't
compromise your security at all. Your real time scanner will catch whatever
t's updated for.
If you're failing even the test send, double-check your security settings
and authentication against what your ISP website dictates is required.

The receiving error # is OX800421OA. I've disabled the antivirus security, no
change.

In that case, please provide further information:

Version of Outlook
Type of mail account and how you configured it
Did this just start occuring?
Is Microsoft Office and your O/S fully patched?
Check for COMs and Add Ins that might interfere with Outlook
