Mail is received in the format that the SENDER sends it - why would it be
otherwise?

look in the options and find mail format there you can specify if you want
mail sent in HTML or plain text

can't remeber the exact settings for 2007 as its not installed on this PC

but as Gordon says if your on about mail recieved you can only recieve in
the format they send.
