I have some spare CALS but would like to keep them as spares once the testing
of our lab 2003 TS is over. I am worrie dif I go through the process of
installing the CALS onto our licensing server that when it authenticates them
to Microsoft that I will lose those CALS for good to that machine. Is that
the case?

Thank you in advance!

I *think* I understand what you mean, but I'm not 100% sure, so let
me rephrase your question:
you have a testlab, with a 2003 Terminal Server and a TS Licensing
Server. You installed some of your TS CALs on the Licensing Server,
and later, when the test is over, you plan to rebuild the
production Licensing Server from scratch. You are afraid that your
licenses will be gone.
Is that a proper description of your situation and question?

If so, the answer is both yes and no. You will of course *not*
loose the licenses for good, but you might not be able to install
them again on the production Licensing Server with the "web
connection method". You might have to call the Clearinghouse, who
will re-issue your licenses. This is a normal procedure, which you
have to follow if you want to move the Licensing Server from one
server to another, or loose the licensing server because of
hardware failure and have to re-install from scratch.

If this doesn't answer your question, please repost with more
details.

Kind of, but one the test is done I want to know if I can realocate those
CALS to something else. Not just another licensing server.

Aaah, you are talking about server CALs, then, not TS CALs?
I'm sorry that I didn't get that, most people posting here use the
term "CAL" when they really mean "TS CAL", so I took for granted
that you did as well.

You can remove the licenses from the test server, and add them on
another server (Control Panel - Licensing applet). Or you can use
license replication and set up enterprise licensing.
