2003 termincal server with remote desktop

It was my understanding that running 2003 terminal services that the
administrator account could access the server via TS even after the 120 grace
period for maintenance. Any reason why I get you do not have permission to
logon? Do you have to purchase a TS CAL for this? thanks.

When you install Terminal Services (which implies in Application
Server mode), you must have a TS CAL for every connection.

If you only need Remote Desktop for Administration, just uninstall
Terminal Services alltogether and enable Remote Desktop, in System -
properties - Remote.
