2003 R2 shadow copy problem

Hi,
I am trying to control user (XPSP2) shadow copy restores to a public network
drive (2003R2).
Is there a way to stop users (from the server) from being able to restore a
shadow copy? Copy is fine but restore on a public drive could cause many
problems.
