2003 Outlook Sending Problem

When I click "send and receive", Outlook 2003 is trying to send nonexistent
messages. The program does the "receive" part and then tells me it is
sending.
Problem is, there are no messages waiting to send, the "Outbox" is empty.
When the program times out I get the usual "Sending report error 0x800CCCOF,
etc. The first time this happened I was trying to forward something and it
would not go, so I deleted it. Now he program seems to think the message is
still in the outbox.

It may be trying to send read receipts.
