I have a message in "outgoing" that wont finish sending, I cant delete it
(tried numerous different ways), i can receive messages but cant send any...
Any suggestions.

Click File and check Work Offline. Close and then restart Outlook.
Delete the message. Click File and uncheck Work Offline.

Gordon, thanx for getting back to me. I tried to do both and got no where.
When I click on delete nothing happens, when I double click on it, it says it
is already being transmitted, even when it is off line. Interesting when it
is off line and i click on the send/recieve, it says that 50% of the process
is already started, but it doesnt go anywhere...whatever it is it is
somewhere in my computer because the same hotmail acct i use from MSN doesnt
have the outgoing category...

After setting offline, either wait 5 min or close outlook and verify it is
closed in tasks manager, processes tab then restart.

How do you have the acct configured? you may do better to close outlook and
delete the hotmail pst then reopen and let outlook make a new data file.
