2003 Custom Form Fails in 2000

I created a form in Outlook 2003 and works great. For people with Outlook
2000 they have no problems using the form. The form is linked to a public
folder that when people send the form it shows up in this folder. When you
go into the field chooser in Outlook 2003 you can select the fields from that
form to show up as a column in the public folder. However if I try to do
that in Outlook 2000, I get the error "Operation Failed" and nothing happens.
Is this due to the fact that the form is a 2003 form? Is there a way around
it? Thanks.
