The window titled OUTLOOK ACCOUNTS has shrunk so that I cannot access all of
the features when I want to add or manage an email account. I have tried
REPAIR, which did not resolve the problem. What should I do to remedy the
problem?
If I re-install Outlook, will I lose all of my contact, email, etc?

Tried resizing the window already?

To answer your question; a re-install of Outlook will not lose any Outlook
data just like a re-install of Word will not lose all your Word documents.
