If you upgrade the TS to 2003, you also need a 2003 Licensing Server,
since a W2K LS cannot handle 2003 TS CALs (the other way around is
OK). A 2003 LS does not need to run on a DC anymore.
W2K Pro and XP Pro clients get a free TS CAL when they connect to a
W2K TS, but not to a 2003 TS. But you might be entitled to a free
Transition TS CAL for you XP Pro clients, if you owned them before 24
april 2003. Check the details here:
