2000 Terminal Server and Outlook 2003

I have deployed Outlook 2003 using the Custom Install Wizard. Users are on
roaming profiles. The problem I have is all the users are not able view
contacts because the Outlook Address Book Service was not added during
install. I would like to kmow how to turn on OAB service for all users via
new custom install or registry or policy. Does anyone have an idea?
