2000 terminal server and dns

hello
i was trying to configure dns server for a win 2000 ser terminal and i
noticed that dns forwarding and root hints are disabled (gray) ....is this
something from the version of windows or just a dns problem probably ?

If the Root Hints tab and Forwarders tab is disabled, the server has a Root
"." Forward lookup zone, if this zone is not fully delegated with all TLD's
the server will not resolve external names. You can delete the "." zone, and
refresh the console, these tabs will be enabled, and the Root Hint tab
should populate with the ICANN root servers.
You can also download a copy of the delegated root and install it on the
server as a Standard primary.
