2000 server shutdown problem

This is a newly built server. It was working but I've made some
registry changes and policy changes, so dont know if this is relevant.

Trouble is when you shutdown now it appears to work but then gets to a
blue screen and appears to hang. Cursor still there, ctrl-alt-del does
nothing. Only way round is to physically power off/on.

Any ideas ?
