2000 server and RDP

I am running 2000 server SP$ and XP SP2 workstations. I can RDP into the
workstations no problem, but not to the server. How I am setup is to create
services and and point the IP addresses of the wks to a port number. This is
all done through the firewall. I then go into the registry on each wks and
change the RDP listening port. Works great. But, this same procedure won't
work on the server. I have punched it through the firewall, changed the
listening port on the server from 3389 to 3999. Terminal services (admin mode
is installed and running). AM I missing a step? thanks
