2000 Pro unable to talk to USB modem in the Motorolla V551 GSM Pho

The PC detects the phone and installs the USB modem in the V551. But when I
try to talk to the modem, it says the port is busy. I am trying to talk to
the phone using the Mobile Phone Tool, that is used to synchronize the
contact list betwene the Outlook and the Motorrola V551 GSM phone.
